In the face of severe criticism, then-Prime Minister Ariel Sharon affirmed in 2005 that “The State of Israel has every right to maintain and protect its Jewish character, even if that means that this would impact on its citizenship policy.” इन दो खतरों की प्रतिक्रिया में इजरायल की संसद ने जुलाई 2003 में “ इजरायली कानून में नागरिकता और प्रवेश” कानून पारित किया। इस कानून के अंतर्गत फिलीस्तीनी परिवारों को स्वतः ही इजरायल की नागरिकता या निवास को प्रतिबंधित कर दिया गया और इसके साथ कुछ तदर्थ और सीमित अपवाद लगा दिये गये जिसके द्वारा गृह मंत्रालय को यह प्रमाणित करना होता है कि वे स्वयं को इजरायल के साथ जुडा हुआ पाते हैं और अन्य प्रकार से सहायक हैं। काफी कटु आलोचना के बाद तत्कालीन प्रधानमंत्री एरियल शेरोन ने वर्ष 2005 में इस बात को दुहराया , “ इजरायल राज्य को अपने यहूदी चरित्र को संरक्षित रखने और बनाये रखने का पूरा अधिकार है चाहे इसका अर्थ यह भी हो कि इससे नागरिकता की नीति पर भी प्रभाव पड्ता हो” ।
